One of AAPA's two annual membership meetings, the Spring Conference is held each year, and features general sessions as well as committee and board meetings. Sessions focus on current trends in the maritime industry of relevance to all Western Hemisphere ports and US policy issues.

No Refund/Cancellation Policy for Registrations
Once paid, registration fees for seminars and other events are non-refundable. If a registrant desires to cancel his or her attendance at a seminar or event, the registration fee associated with the cancellation is transferable in the form of a credit in the dollar amount of the registration fee. This credit may be used by any staff person of the registrant’s organization and may be applied to the registration fee associated with another seminar or event hosted by AAPA, including the AAPA Annual Convention. The credit associated with the cancellation must be used at a seminar or event within one (1) year from the original seminar or event date.

To use a credit to pay for your registration fee, please select Pay Later when you register and type "use credit" without the quotes into the PO field.  Your credit will be processed and an updated email confirmation will be sent from Renita Gross by email at rgross@aapa-ports.org.  Please contact Renita if you have any questions about your remaining credit.  Credits do not work as a payment method online.

Marc Levinson, famous economist, historian, and journalist will open AAPA’s Spring Conference on Tuesday, March 16. Mr. Levinson is the renown author of The Box: How the Shipping Container Made the World Smaller and the World Economy Bigger, and his newest book Outside the Box: How Globalization Changed from Moving Stuff to Spreading Ideas. He is also a contributor to leading publications, such as Harvard Business Review, the New York Times, and Foreign Affairs, Mr. Levinson will share his insights on trade, globalization, finance, and business.  

You won’t want to miss his outlook on the disruption and adaptation of the global trade industry in a COVID world.

AAPA 2020-2022 Chairman of the Board Mario Cordero, Executive Director, Port of Long Beach
Mario Cordero, an international maritime industry leader, Long Beach resident and attorney, is Executive Director of the Port of Long Beach, California, named to the post by the Long Beach Board of Harbor 
Commissioners, effective May 15, 2017. Beginning in 2003, Mr. Cordero served as a member, vice president and    president of the Long Beach Board of Harbor Commissioners for eight years, before resigning to accept President Barack Obama’s appointment to the Federal Maritime Commission (FMC) in 2011. He    served on the FMC until May 2017 and was FMC Chairman from April 2013 to January 2017.

Congressman Peter DeFazio 
Peter Anthony DeFazio is the U.S. Representative for Oregon's 4th congressional district, serving since 1987. He is a member of the Democratic Party.  In 2019, DeFazio was elected to the powerful position of Chair of the House Committee on Transportation & Infrastructure, which has jurisdiction over the nation's highways, public transit, rail systems, airports, pipelines, and seaports, the U.S. Coast Guard, the Environmental Protection Agency, the Federal Emergency Management Agency, the Army Corps of Engineers, and other agencies. Senator Richard Shelby 
Senator Richard Shelby is the senior United States Senator from the State of Alabama.  He was first elected to the U.S. Senate in 1986 and is currently in his sixth term. Senator Shelby is the former chairman and current vice chair of the Senate Committee on Appropriations.  He formerly served as chairman of the Senate Committee on Rules and Administration and the Senate Banking, Housing, and Urban Affairs Committee, of which he is the longest serving member in history.  He remains a senior member on each of the committees.  He also serves on the Senate Committee on Environment and Public Works.

Recognizing the devastating toll of addiction in Rhode Island and across the nation, Whitehouse authored the first significant bipartisan law to address the opioid crisis, the Comprehensive Addiction and Recovery Act.

Roger F. Wicker has represented Mississippi in the United States Senate since December 2007. Cedric Richmond is a former five-term U.S. congressman from Louisiana. After co-chairing Joe Biden's 2020 presidential campaign, he was named the president-elect's senior advisor and director of the White House Office of Public Engagement. Born and raised in New Orleans, Louisiana, Cedric Richmond was elected to the state legislature at age 26. He moved on to a U.S. congressional seat in 2011, eventually joining the House Judiciary and Ways and Means committees and becoming chair of the Congressional Black Caucus. After co-chairing Joe Biden's successful 2020 presidential campaign, Richmond was appointed senior adviser to the president-elect and director of the White House Office of Public Engagement.

Lucinda Lessley serves as the Acting Administrator of the Maritime Administration. Previously, Lessley worked in the House of Representatives for approximately 16 years.  Most recently, she was Senior Investigator with the House Committee on Homeland Security.  Prior to that, she worked for Congressman Elijah E. Cummings in a variety of positions, including as Policy Director of the House Committee on Oversight and Reform, Legislative Director in the Congressman’s personal office, and as Professional Staff on the Transportation and Infrastructure Committee’s Subcommittee on Coast Guard and Maritime Transportation.

Mr. Al Lee currently serves as the Director of Civil Works, U.S. Army Corps of Engineers (USACE), Washington, D.C. He is a member of the Senor Executive Service. He leads, manages, and directs policy development, programming, planning, design, construction, operation, and maintenance activities of the Army Civil Works Program, a $7+ billion annual program of water and related land resources of the United States and an additional $20B+ in recent Emergency Supplemental appropriations. He oversees the work of over 25,000 civilian employees. Mr. Lee is the champion for leading the Revolutionize USACE Civil Works initiative to revolutionize delivery of the nation’s infrastructure by accelerating project delivery, transforming project financing, and budgeting, and improving permitting and regulation reform.

Challenges faced by US Exporters of Agricultural Products Amidst Surging Import Volumes - Peter Friedmann, Executive Director, AgTC Agriculture Transportation Coalition
Serves as the Executive Director of Agriculture Transportation Coalition. He plays a key role in developing U.S. and international transportation policy. In 1987, he helped form the AgTC when a number of agricultural exporters sought assistance in dealing with ocean transportation challenges. Since leaving Capitol Hill, Peter has been a leading advocate for shipper and international trade interests before Congress, the Federal Maritime Commission, and other federal agencies.

Padilla was sworn in as California’s first Latino Secretary of State on January 5, 2015 and was re-elected in 2018, receiving the most votes of any Latino elected official in the United States. As Secretary of State, Padilla worked to make our elections more accessible and inclusive, while fighting to protect the integrity of our voting systems. In December 2020, Padilla was appointed by Governor Gavin Newsom to finish the term of Vice President Kamala Harris. Senator Padilla lives in the San Fernando Valley with his wife Angela and their three sons: Roman, Alex and Diego.
